History is replete with heads of State making deals and alliances. Sitting and watching TV while the insurrection sputtered. It's as if he was waiting for something. Were the late-discovered bombs to be a signal for martial law? His part of the deal to make the declaration and suppress the ensuing resistance? Was the USA to be part of another superpower? Or being a Fourth Reich? Speculation to be sure ... reads like a fiction novel.
