This is a bill that did not become law.

It is not illegal for a company, individual, or other private organization to boycott Israel. The states that have passed ant-BDS laws have prohibited using public funds to do business with or invest in businesses that boycott Israel. That is not the same as making boycotts illegal (which should be obvious but somehow isn't).
