It's interesting to look up this phrase, originating most likely in ancient Greece. When Lincoln used it in the Gettysburg Address he no doubt meant it to be inclusive. But from my perspective, as a woman who grew up in a low-income family, it has always seemed out of reach. More like "of the rich white men, by the rich white men, and for the rich white men" ..
