As for what Nietzsche really meant... well, I never got that deeply into Nietzsche, and it's been a long time, but he did seem to go off the deep end about there not being any bottom to questioning all conclusions and all authority, without offering any practical way to get to reasonable, provisional truths, making it (if I recall correctly) more about deciding what is and is not true as a matter of force of will.
