3. Failure to certify does not trigger a contingent election in the house

If a state somehow violated the constitution and didn’t send a slate of electors to congress (the constitution says each state “shall appoint electors”), contrary to popular mythology, that wouldn’t trigger a contingent election in the house.

What it would do, besides disenfranchising an entire state’s electorate, it would mean that state had no representation in congress, and the total number of EV’s needed to win the presidency would drop below 270.

In the case of Georgia, that would help Harris and hurt Trump.

Because of that fact, aside from some electoral theatrics, I expect Georgia will submit their slate of electors prior to the safe harbor date in December.

All the other swing states have anti-shenanigans safeguards in place, so I’m not worried about
them.

These facts render the rest of your speculation in your OP moot.
