...that says more about the people using the meme than it does about the meme itself. It's popular with not only the NWO/black helicopter paranoid wing of the alt-right, but also the MRA/PUA/incel crowd for some reason. MTG (Congresswoman from GA) has also promoted the meme in her tweets and speaking engagements.
