These benefits and "entitlements" are plowed right back into the economy in general, not offshore collecting interest and avoiding U.S. taxes. Medicare is deducted from Social Security unless SS is at a paltry enough level to qualify for "Medicaid." At least this "welfare" keeps circulating.
