(10,960 posts)I do not question whether the practice is as you describe. I am sure it is.
I am merely noting that the practice you describe is contrary to the over-arching rules that one is never supposed to pass another moving vehicle on the right, and that slow traffic is always supposed to keep right.
Those are both the law, and rules of the road so deep as to be road common law. But in a situation such as you describe the practice will be different.
I drive on many roads such as you describe where the left lane has the potential of stopping at any moment when a car stops to turn left (often without signaling).
And I sometimes drive in the right lane, trading off the right-lane buses versus the left turners.
But I am always aware that when I pass *moving* vehicles on the right that I am doing something technically wrong, which I am.
