6. I've always wondered

if citizens could petition a special ballot measure completely as their own branch of government that overrides all other branches if that wouldn't put the fear into congress to get the peoples work done. Make the process difficult but if we could put to a citizens vote a major issue that overrides congress, the SCOTUS... I think the whole government would lose the right to sit on their a$$ and take no consequences for their actions.
