61. Actually Roman Roads were built by soldiers, slaves were used elsewhere

Slaves were used on large farms for high end farm products, it was rare to use them to build roads. Roman Roads and Bridges were under the control of the Roman Priesthood who recruited Roman citizens (later soldiers) to build both the road, bridges smf aqueducts of the empire.
