Malheur Wildlife Refuge HQ is pretty isolated, with the nearest neighboring buildings being a couple miles away and the nearest town of any size (Burns, pop. c. 3000) 15 miles or so away. Moreover, it's in open country: the land right around the little compound it largely treeless and pretty level. Getting close enough to mess with the well (there's an actual spring about 1500 feet from the buildings) would expose the people doing it to fire. If there's gas there, it will be a propane tank in the compound, not a pipeline. Cutting off electricity should be easy...but these dipshits apparently brought generators, so their fuel would have to run out before that became an issue.
I have no problem with this taking time. That isolation that serves these guys so well also ensures that they're no threat to anyone and they're not going to be able to get away. Cut them off, wait them out...
