But it's possible at least some of the cats will simply murder the parrots -- that one may deserve just to be silenced -- and then, the cats take over!

However, since I don't condone any sort of murder perhaps a version of the two-state solution is possible: All the parrots to to Greenland, say, or Maine and Florida, and the cats have everything else.
