The Federal Benefits Unit (FBU) administers federal benefits programs for residents of Germany, Switzerland, Liechtenstein and Austria from the following federal agencies Social Security Administration, Department of Veteran Affairs, Office of Personnel Management, Department of Labor, and Railroad Retirement Board.

I was a lawyer for the US DOS for several years in one of my previous incarnations. Many US expats do not realize how many services can be dealt with on-line or by telephone these days. At least, this url should give you a good start.

Medicare part A doesn't cost much but it is limited, Medicare Part B only pays 80%
