birth, a US territory or possession, or whatever the category was. Not all of Panama. Just the Canal Zone. So yes, john mccain qualified. Because a US territory or possession is still considered US soil. Just as every embassy is, no matter where it's located. That embassy for that nation IS, technically, on that nation's soil. So if john mccain had been born on the grounds at the US Embassy anywhere on the planet, he would still be considered a citizen born on American soil. Same thing for ted cruz. But that's not what happened with ted cruz. ted cruz was born in another, separate, sovereign country: Canada. He's a North American citizen, but then again so are the citizens of Cuba and Mexico and Central America, too. But none of them qualify to run for President of the United States.
