The International Business Times article and the photo caption say two different things. The article says that Representative Lee's efforts to stop Mario Diaz-Balart's amendment to restrict US travel to Cuba failed while the photo caption said that Representative Lee's efforts succeeded.

Yeah, sloppy writing.
