Two statements:
For a brief window, the voter data that is always searchable across campaigns in VoteBuilder included client scores it should not have, on a specific part of the VAN system. So for voters that a user already had access to, that user was able to search by and view (but not export or save or act on) some attributes that came from another campaign.

Our team removed access to the affected data, and determined that only one campaign took actions that could possibly have led to it retaining data to which it should not have had access.
So a user could not save, export, or manipulate data but they could search for data and view it. They presumably could write it down, memorize it, or possibly make a screen capture. Is that what they mean by "retaining data?" NGP should clarify.
DWS and Clinton supporters are using the analogy of walking into somebody's house and taking something when they left the door unlocked. The analogy fails in a number of ways. First, the thing that was "taken" was information- something that is infinitely reproducible. The original is still there- in the Hillary house as it were. Second, if the copy of the information is not utilized or retained, there is no harm and no foul- no advantage is gained and therefore there is no loss that needs to be compensated. Unfortunately, DWS has made an adverse assumption and adopted a guilty until proven innocent stance. Without benefit of a review of the evidence, DWS has moved directly to a sanction. Her solution is analogous to locking the Sanders campaign out of their own house.
