To get the supplies there to the people who need help.

Journalist who was in the Convention Center in the past few days was on Maddow last night and stated it was just a bunch of people walking around, shaking hands, etc etc

Having watched the Mayor of San Juan on Tuesday night?

She needs to pull a group of people together, and take over the relief effort distribution.

Fed Gov can send a million ships there but if they can't figure it how to offload the containers, fuel trucks, and assign drivers - hand it off to someone who is competent - like that wonderful woman in San Juan.
