because the GOP could sue the courts for doing what the legislature is supposed to do. So from what I gather from a telephone townhall I had with my State Senator last week, there are multiple parties that were part of the suit that could submit their maps to the governor and then some consensus version could be agreed to and the governor could approve that as part of a "shell bill" created and approved from the legislature, where the map would be inserted as part of that to comply with the court order.

I.e., it was anticipated that the court would have those parties do it and not have it appear to be literally "drawn by" the justices of the court.
