13. Most important...These cops were relatively sure they wouldn't be caught.

There is no doubt in my mind that these cops never imagined they would be caught. A sergeant in the police force of a major city knows the consequences. He is sure he will not be caught, that is why he does it. In this case, Gladstone is covering for a friend, another sergeant Wayne Jenkins. Jenkins was sentenced to 25 years in jail for the crimes he did as a cop. So both were sergeants in the Baltimore Police Department, and were relatively sure they would get away with any crimes they committed. As sergeants they had been around a long time. Seen a whole lot, and gained insight into the "system." That is why they had the arrogance to do what they did. Who would catch them and who would punish them?..
..Note: it was the federal government that charged Gladstone, not the Baltimore Police Department.
