It's "explicitly provided for in the controlling legislation" - but there's no evidence provided that Congress had the power to pass that legislation in the first place. There's nothing at all special about being a "governmental organization" when you're in a different branch of government.
EPIC vs IRS is not on point
It certainly is for purposes of demonstrating that tax records are a privacy matter.
