The media seems to have boought into this narrative that Congressional Republicans are not responsible for their obstructionism. The 112th congress has been the worse in decades, yet Boehner is rarely blamed for his inability to broker any deals to pass legislation that would help the country. He is the Speaker for goodness sakes.
