guys did their best to handcuff Mario and bring him in for his own good. Mario was incoherent and confused. They endlessly asked him to put his hans behind his back so they could cuff him. If nothing else, this is video proof of the need for mental health professionals to be involved in the process, or actually in charge of it. I identified with the cops here, trying their best to talk him down, gain his trust, and get his cooperation. Who could have done a better job, other than mental health professional?
