We have a sad tradition, as you know, of turning the page when it comes to past presidents.

And predictably enough, this leads to not only criminals coming to power from time to time - but each, more felonious and shameless than the last such character.

It's not enough to simply have breaks from the criminality with decent presidents like Carter, Clinton, Obama, and Biden (I see a pattern...); they have to investigate those who weren't - or the next one will be even worse than Cheeto.
