Misuse of government property.
All kinds of "not weak" with that!
Especially since he wasn't on duty, but still unlawfully participated in something in a restricted area with a government badge, and firearm.
The fact that he was in the process of resigning was probably because he knew what he did meant that he was toast, so he was trying to get ahead of the fallout by resigning first.
