It's 100% undeniably constitutional, since the number of justices has changed multiple times over the years.

There are other ways to reform the Court too that would be much more likely to pass Constitutional muster, since the constitution says absolutely nothing about how the Court is to be structured and leaves it to Congress. The one and only thing it does say is the justices are there for life, unless removed via impeachment and conviction.
