4. The inaugural stage should be a permanent and prominent structure. It really is America's most precious monument,.......

......and always has been. Why is that not understood by everyone already? That it's temporary is a "monument" to our short-sightedness and tendency to "miss the point" of important things. This temporary aspect may be an unconscious allusion to the belief of some in our past (and our midst) that it should be seldom used.
