Obviously for people in areas without other access to safe water, bottled watered is a necessity.

If someone is using bottled water because they don't otherwise have access to safe, clean water, then that person is NOT part of the problem. The problem in that case are the people making decisions that have left this person in a position where there is no other access to clean, safe water. And that problem needs to get fixed.

The vast majority of people in the US have access to safe water without resorting to single use plastic bottles. Getting those for whom it is not a necessity to cut back is the goal.

Of course the long term solution should be to improve the tap water and eliminate that problem altogether.
