VA Gov: "Because, I had this skin condition on my face that only black shoe polish would reduce the inflammation. Nothing to do with poking a little fun at my black classmates -- all of them, by the way, are great people who appreciate a joke. Just coincidental with CSA Pres. Jeff Davis' birthday celebration at my frat house."
