2. If you just did about 2000 ballots, as long as they're pulled totally randomly ...

You should see the count difference of the entire 2.1M reflected in the total for each candidate within a pretty small margin.

Absolutely no reason to recount all 2.1M.

It's statistically virtually impossible that counting 2000 random ballots wouldn't give you a very reliable answer.
