Using personal-level computerized SMS accounts, like Twilio.com, not bulk-rate type services, I could send a text message to every number in the exchange in just under 3 hours (rate limited to 1 per second) for about $75 or less.

If I wanted to do this a lot, I could get a bulk SMS account somewhere and send bulk (10,000's) of text messages at a higher rate for a lower cost per message.

So they don't really even need to have your number -- they can just walk the tree.
