Hard to believe anyone would even take it seriously. But I have to agree with you about whoever decides these things. The main road that I take when I go practically anywhere is constantly being dug up, repaved, something. It's a real PIA because I never expect it, need to be somewhere and am either stopped for one way traffic or sent on a detour... So I can identify.
