I believe he even invited Chavistas to burn their US visas. Maduro and his cronies are getting more and more isolated every day. Supposedly the negotiations between the USA and Cuba started some 18 months ago, more or less around the time Maduro was elected. Guess Raúl realized that the nincompoop was gonna lead Venezuela down the drain, so now he's looking for alternative sources of revenue/trade.
