MO proposal to end tenure will cost $1.5 BILLION [View all]
In MO, initiative petitions are allowed on the ballot and when passed, they are amendments to the state constitution. Rex Sinquefield is a wealthy conservative who is financing an initiative petition that would end tenure in the state.
The Missouri Association of School Administrators (MASA) submitted an official fiscal note to the State Auditor's office regarding an initiative petition by Rex Sinquefield's attorney Marc Ellinger recently.

Section 3(g). Notwithstanding any provisions of this constitution, every school district shall develop and use local performance standards to retain, remove, promote, demote and set compensation for teachers in such school district, the majority of such standards shall be based upon quantifiable student performance data as measured by objective criteria.

The fiscal note which MASA prepared focused on one key area of the initiative petition, section 3(g). This section would require every student to be tested in every subject, every year to determine the compensation for every teacher. MASA used cost data from RFP for the Smarter Balance Assessments and costs from Colorado to arrive at the cost estimates.
The fiscal note projects an estimated cost to the state of over $1.5 billion and over $300 million for local school districts.
