— Ability to Carry Out Obligations: The state must have the ability to carry out the obligations contained in the UN Charter.
— Willingness to Carry Out Obligations: The state must be willing to carry out the obligations contained in the UN Charter.
— Sovereign State: The state must be a sovereign state.
— Recommendation by the Security Council: The state's application for membership must be recommended by the Security Council.
— Approval by the General Assembly: The state's application for membership must be approved by a two-thirds majority vote of the General Assembly.
