With the cooked rice recipe you're just assembling the stuffing ingredients and reheating the rice when you stuff and cook the peppers. Uncooked rice would need to be cooked with the other ingredients before stuffing the peppers. Matter of preference and technique. I'd go with the uncooked rice recipe myself.
