Whether you agree with the courts in question or the subsequent implications these rulings have for self-defense, the consistent ruling is that police or other government services do not have a legal obligation to take action (whether enforcing the law, judgements or preventing the loss of rights) and as such, cannot be held liable for failing to uphold the law in these cases.
Warren v. District of Columbia is especially egregious in the context that DC completely prohibited guns at that time (1975), Mace or other sprays were also illegal in DC (until 1992) and Tasers had barely been invented (in 1974).
