I previously wrote: A bullet will not, does not cavitate, to any appreciable extent. A bullet will cause cavitation, & I guess can be said to be a 'cavitating bullet' in that sense since it causes cavitation to other objects or mediums, but a bullet does not technically cavitate of its own.
I want to modify this, in that a bullet can appreciably cavitate upon hard impact with a bone, in that it can itself form cavities & crater, so that would qualify that the bullet itself could cavitate. This does not validate ezra's contention that all bullets cavitate.
Bullet cannot cavitate in the pressurized or partial vacuum collapsing sense as being discussed in a wound ballistics context.
