But the last paragraph of the linked article has this:
The report did yield one bit of good news in particular: “From 1994 to 2015, white-on-white violence and black-on-black violence declined at a similar rate. White-on-white violence declined 79 percent (from 52.5 to 10.8 victimizations per 1,000 white persons). Black-on-black violence declined 78 percent (from 66.6 to 14.5 victimizations per 1,000 black persons).
That said, it's nowhere near the picture some righties paint of the black crime rates supposedly being multiples of the white crime rate. It is not.

Furthermore, believing the super-high black crime rate myth, the police concentrate their activities in the black neighborhoods (at least in Minneapolis); and also that a black person is more likely to be arrested and convicted and jailed etc. than a white person suspected of commiting the same crime (numerous studies, for instance Google "driving while black".)
Thus driving up the black crime statistics relative to the white crime statistics, resulting in more "law enforcement" in black areas (because it is seemingly a "target-rich" environment for police to fill their implicit if not explicit arrest-leading-to-conviction quotas). And so the vicious cycle goes on and on.
