In Santa Clara and San Mateo counties, at least, the registrars sent notices out in late March asking NPP voters which ballot they wanted: if those were not returned by a certain deadline they defaulted to the standard NPP ballot with no presidential race. If someone just registered, that deadline may have passed.

If you think you got the wrong ballot, contact your county registrar ASAP, while there is still time to do something about it. Calling may or visiting the registrar's office in person, if feasible, is probably the best way.

Fun trivia: my county has 2 distinct Democratic ballots this election, one for NPP voters who want to vote in that primary, and one for registered Democrats. The difference is an election for party officials.
