unless the majority takes affirmative action to change them. The rules can be changed back to pre-2013 at the beginning of the session, but such a move of unilateral disarmament would be illogical and only benefit Senate Democrats.

It is doubtful that the legislative filibuster will be felled this term, but it is already dead for appointments.
