Greenberg also presented to Clinton the latest polling and focus group research and an analysis he had done with Carville in a quarter-inch-thick report called "The Presidential Project." It stressed the notion that Congress was the new Soviet Union equivalent - and Clinton had to manage and dominate the relationship with Congress. Clinton was at first taken with the idea. But later, after dining at the White House with a group of historians who argued that the presidency was defined as much by vision as by legislation, Clinton revised his view. "Managing a relationship with Congress can't be the sum and substance of this presidency,” he said afterwards. He had come to believe the presidency could be used to make dramatic moral statements.

The right decision is never the easiest. I think President Obama, a man of strong moral conviction, is perfectly aware of this.
