Michigan Presidential election rigging for 2016 [View all]

I am sure by now that some of you have heard that Michigan Republicans @ the state's GOP Convention voted overwhelmingly to pass a new method for dividing up the electoral votes in the state by Congressional District. This plan would almost surely throw the state to the red, no matter how strong the DEM candidate ran, because larger cities would loose their clout. I do not live in Michigan, nor am I a legal scholar, but if they end up passing this agenda, is this something that can be forced by the people to be decided on a state ballot? I can the writing on the wall, if they pass his in Mich, then states like Penn and other blue states that have GOP control currently in the state governorship will also seek to pass similar measures. I find this action to be very dangerous to the future of the DEM party, as this is akin to voter suppression, but at a much larger scale.
