1. can NJ votes vote early and by mail? one very easy to use website passed to all Democratic voters?

That's how republicans get all those early votes. I think they even gather the votes somehow *very early* and turn ballots in and/or mail when the date opens. Not sure about how that works or if that's exactly how Rs grabbed early votes in some states.
