Less than a half mile from my office, for the last ten plus years, has been an enormous wood painted sign stating "Ron Paul Revolution: Flat Tax"
I don't think Sanders wants a flat tax.

A payroll tax is regressive - it's a tax on weekly or monthly paychecks, not on ALL income.

Any payroll tax is regressive - it's a tax on a worker's paycheck, not overall "income" even if....
