The government of Afghanistan was complicit. We worked with the "Northern Alliance" who were fighting against the Taliban. At the time, the people who attacked us were not "in many places" -- they were in Afghanistan. Had we committed to securing a 10-mile radius in Tora Bora, we could have had Bin Laden early on.
