1. No they didn't. They adopted a policy not to lease out city-owned buildings for gun shows.

That pesky First Amendment prevents them from banning gun shows.

ETA the headline of the cited article is inaccurate. It's unfortunate that concise use of language to accurately describe events is no longer expected in journalism.
