Look at the words each said. Not someone's judgment of the words, or a conclusion about the words.
One said "he's a decent man." Sanders said, "I'll give him his dues for that." Very different.
I WOULD consider one of those as praise ("he's a decent man" , but the other I'd consider to be an acknowledgment that he did something right. It would be like Biden saying, "That idea that Cheney had...they did it, and it worked out. So I'll give him kudos for that." That's not what Biden said, though. He went to the essence of the man: he's decent.
In any case, he's probably going to be the nominee, so I don't suppose it matters much at this point.
