The polls I saw showed Harris significantly behind Biden with exactly the groups she should have been strong with. As much as I would have LOVED to see her go after Trump and really think she should NOT have dropped out, I thought it looked like Joe sucked the air out of her campaign.

But my observation is that it takes (barring the exceptional charisma of Obama) 10-20 years to lay the groundwork for a presidential run. Hillary in 2016 and Joe now had/have been getting ready for 20+ years. Two years as a Senator just doesn't give one enough time to build the network needed, historically (Obama and Kennedy both had time in the House, and the blessing/backing of a lot of the establishment of the party, at least more than Sen Harris).
