Sen. Richard Burr (R-N.C.) thought little of the 2012 bill that would ban insider trading for Congress, congressional staff and other federal officials.

“It’s ludicrous,” Burr said in a February 2012 radio interview about the Stop Trading on Congressional Knowledge (Stock) Act
.

The bill, aimed at prohibiting stock trading based on nonpublic information gleaned on Capitol Hill, overwhelmingly passed in the Senate by a 96-to-3 vote before being signed into law by President Barack Obama. Burr, one of the three senators to vote against the measure, described himself as a “brave soul” for going against the bill, according to a transcript of the radio interview posted to his Senate website.

“I mean, it’s insane,” he said of the insider-trading legislation for members of Congress.

His sentiments from eight years ago have become relevant again after Thursday’s report that Burr sold a significant share of his stocks last month before the coronavirus outbreak upended the markets.

How will we know when we’re through this?

The world is not going to begin to look normal until three things have happened. One, we figure out whether the distribution of this virus looks like an iceberg, which is one-seventh above the water, or a pyramid, where we see everything. If we're only seeing right now one-seventh of the actual disease because we're not testing enough, and we're just blind to it, then we're in a world of hurt. Two, we have a treatment that works, a vaccine or antiviral. And three, maybe most important, we begin to see large numbers of people—in particular nurses, home health care providers, doctors, policemen, firemen, and teachers who have had the disease—are immune, and we have tested them to know that they are not infectious any longer. And we have a system that identifies them, either a concert wristband or a card with their photograph and some kind of a stamp on it. Then we can be comfortable sending our children back to school, because we know the teacher is not infectious.

And instead of saying "No, you can't visit anybody in nursing home," we have a group of people who are certified that they work with elderly and vulnerable people, and nurses who can go back into the hospitals and dentists who can open your mouth and look in your mouth and not be giving you the virus. When those three things happen, that's when normalcy will return.

Is there in any way a brighter side to this?

Well, I'm a scientist, but I'm also a person of faith. And I can't ever look at something without asking the question of isn't there a higher power that in some way will help us to be the best version of ourselves that we could be? I thought we would see the equivalent of empty streets in the civic arena, but the amount of civic engagement is greater than I've ever seen. But I'm seeing young kids, millennials, who are volunteering to go take groceries to people who are homebound, elderly. I'm seeing an incredible influx of nurses, heroic nurses, who are coming and working many more hours than they worked before, doctors who fearlessly go into the hospital to work. I've never seen the kind of volunteerism I'm seeing.

I don't want to pretend that this is an exercise worth going through in order to get to that state. This is a really unprecedented and difficult time that will test us. When we do get through it, maybe like the Second World War, it will cause us to reexamine what has caused the fractional division we have in this country. The virus is an equal opportunity infector. And it’s probably the way we would be better if we saw ourselves that way, which is much more alike than different.

Conservative Fox News host Tucker Carlson called on Sen. Richard Burr (R-N.C.) to resign after reports that he sold off millions in personal stocks the week before the stock market began its steep dive amid fears of the COVID-19 outbreak.

Burr, the chairman of the Senate Intelligence Committee, reportedly offloaded between $582,029 and $1.56 million of stock on Feb. 13 in almost 30 different transactions days after lawmakers on the intelligence committee were briefed on the virus.

“He didn’t give a prime time address, he didn’t go on television to sound the alarm,” Carlson said, pointing out that Burr wrote an op-ed days earlier with a much less dire message about the impact of the virus on U.S. life.

Carlson then called for Burr's resignation and prosecution for his actions.

“Maybe there’s an honest explanation for what he did; if there is, he should share it with the rest of us immediately,” Carlson said in a Thursday night segment on Fox News. “Otherwise, he must resign from the Senate and face prosecution for insider trading.”

President Donald Trump’s directive for governors to buy their own medical supplies to fight the coronavirus has run into a big problem -- the federal government.

Massachusetts Governor Charlie Baker told Trump during a video conference on Thursday that his state three times lost out to the federal government on purchases of critical supplies, creating an awkward moment during the made-for-TV event at Federal Emergency Management Agency headquarters in Washington.

“I’ve got a feeling that if someone has the chance to sell to you and to sell to me, I am going to lose on every one of those,” a sheepish-sounding Baker told Trump, who chuckled at the remark.


The president replied he still wants governors to seek out their own medical equipment, like protective gear for doctors and nurses as well as respirators, but acknowledged the federal government has greater buying power than any state.

As the rapidly spreading coronavirus pandemic closes schools across the country, more and more parents are juggling working from home with caring full-time for their children. But working from home isn’t possible for emergency personnel like paramedics, nurses, and public health workers who are on the front lines of the fight against the virus. Some states and cities are providing child care for emergency workers so they can do their jobs.

Minnesota and Vermont have now officially designated another group of workers as emergency personnel: grocery clerks. This means the workers hurrying to stock shelves and check out customers in those states will also receive free child care.

Federal prosecutors in Los Angeles this week described a dizzying array of secret foreign lobbying by a major donor to both political parties—a new twist in a case that could reveal whether there were foreign efforts to funnel money to President Donald Trump’s 2017 inaugural committee.

“The Zuberi case explicitly verifies through evidentiary proof pervasive, corrupt foreign interference with our elections and policy-making processes.”


The donor, Imaad Zuberi, is a longtime Democratic backer who began lavishing funds on Republicans after Trump’s surprise 2016 electoral victory. His largesse included a $900,000 contribution to Trump’s inaugural committee. Zuberi agreed in October to plead guilty to tax evasion, to filing phony foreign agent registration materials, and to making almost $1 million in illegal campaign contributions, much of it secretly put up by foreign entities and people hoping to influence US politics. In their initial filings, prosecutors identified by name only one country, Sri Lanka, for which Zuberi had illegally lobbied. But in a new filing Tuesday that argues for Zuberi to receive significant prison time, prosecutors detailed his secret work for Turkey, Libyan officials, a businessman from Bahrain, and Dmitry Firtash—a Ukrainian oligarch who was deeply involved in Trump’s Ukraine scandal.

Prosecutors say Zuberi’s activities show that the widespread public concern about foreign influence in US elections is warranted. “The Zuberi case explicitly verifies through evidentiary proof pervasive, corrupt foreign interference with our elections and policy-making processes,” prosecutors write, using italics for emphasis.

Senate Majority Leader Mitch McConnell is preparing Thursday to introduce a $1 trillion-plus economic stimulus plan to deal with the fallout out of the coronavirus crisis, but some Republicans are balking at a White House proposal to send hundreds of billions of dollars in checks directly to American families.

McConnell has vowed to keep the Senate in session until the chamber passes some kind of legislation to deal with growing economic fallout from the pandemic. And some White House officials are downplaying the GOP opposition to the direct payments initiative.

Sen. Lindsey Graham (R-S.C.) has been the most vocal opponent of the cash payments plan pushed by President Donald Trump, Treasury Secretary Steven Mnuchin and other senior administration officials. Graham told Senate Republicans on Thursday that he had called Trump to lobby against the plan, adding that Rep. Mark Meadows (R-N.C.) — soon to take over as White House chief of staff — agreed with him.

"Direct payments make sense when the economy is beginning to restart. It makes no sense now cause it's just money," Graham told reporters. "What I want is income, just not one check. I want you to get a check every week, not just one week."


Graham, like some other Republicans, wants to beef up the unemployment insurance system instead, as well as boosting loans for small businesses. Mnuchin and administration officials have floated providing $300 billion or more for small businesses, while direct payments to individual American families in April and May could cost $500 billion or more.

The Food and Drug Administration has been told by President Donald Trump to see if it can expand the use of a decades-old malaria drug as an experimental treatment for coronavirus patients.

The drug, chloroquine, hasn’t yet been approved for treatment of Covid-19, the disease caused by the new coronavirus. While it’s been available for decades for malaria, it’s not clear whether it will work against the new illness. A March 10 review of existing research found there’s little solid proof one way or the other.

During an at-times-confusing White House press conference, Trump said that chloroquine was approved for use and that he wanted to “remove every barrier” to test more drugs against Covid-19 and “allow many more Americans to access drugs that have shown really good promise.”

“Normally the FDA would take a long time to approve something like that, and it’s -- it was approved very, very quickly and it’s now approved by prescription,” Trump said.


An FDA spokesperson said the drug hadn’t been approved for use in Covid-19 patients. However, U.S. doctors are legally able to prescribe a drug for any illness or condition they think is medically appropriate.

North Carolina’s Republican Sen. Richard Burr had key information about the novel Coronavirus (COVID-19) three weeks ago. This information was not shared with the general public or his broader constituents, however, and was only supplied to wealthy donors at a posh “luncheon” in Washington, D.C.

In a secret audio recording obtained by National Public Radio’s Washington Investigative Correspondent Tim Mak, Burr can be heard relaying information about the severity of the Coronavirus well before even the White House was coming clean about the potential pandemic and resulting panic.


Warning only North Carolina’s business elite, Burr said:

There’s one thing that I can tell you about this: It is much more aggressive in its transmission than anything that we have seen in recent history. It’s probably more akin to the 1918 pandemic.

The Chinese city of Wuhan, where the new coronavirus originated, reported no new cases on Thursday for the first time since January. And across China, there were no reports of new community spread cases—although 21 new cases of infected people arriving from abroad were discovered, raising the specter of a new outbreak after a prolonged lockdown appeared to get the first one under control. Nearly 81,000 people have been infected with COVID-19 in China, and at least 3,245 have died.
