A report released last week from the Brennan Center for Justice, the R Street Institute, the University of Pittsburgh's Institute for Cyber Law, Policy and Security, and the Alliance for Securing Democracy sounds an alarm about the urgent need for federal funding to secure state elections systems ahead of the 2020 election.
Choosing Alabama, Arizona, Illinois, Louisiana, Oklahoma, and Pennsylvania as key states representing different regions, with varied population sizes to extrapolate from, the authors find that federal intervention is critical. "Elections are the pillar of American democracy, and, as we saw in 2016 and 2018, foreign governments will continue to target them," the authors write. "States cannot counter these adversaries alone, nor should they have to. But at a time when free and fair elections are increasingly under attack, they can, with additional federal funding, safeguard them." They say that while they "have limited their review to a sampling of six states, it is clear that the other 44 states and the District of Columbia have similar unfunded needs."
Four of the states said they need funding to replace old equipment that's vulnerable to cyber attacks, while several others require funds for training election officials in cybersecurity. Oklahoma needs funding for post-election audits to make sure their tallies are correct, and Pennsylvania identified a need for regular assessments of the security of its counties' systems.
In 2018, Congress passed $380 million in grants through Help America Vote Act funding specifically for election security. The Elections Assistance Commission has estimated that 85% of these funds will be spent ahead of the 2020 election "to strengthen election cybersecurity, purchase new voting equipment, and improve postelection audits," but this study's authors find that it's not stretching to the full need just in the six states they surveyed.
That federal support is only going to happen if Mitch McConnell lets it. He's blocked a very significant elections protection bill this year, and has made it clear that he won't let one through.

The president himself is expected to monitor the hearings from the White House as Mueller answers questions about the Russia investigation, according to campaign aides, much like he has done with similar events in the past. While cradling her baby, who had just finished breastfeeding, Sara reached her other hand out to her older son. With her right thumb and forefinger, she gently pressed on the bridge of her 2-year-old sons nose to hold his oxygen mask in place. A foggy mist of breathing medication enveloped his nose and swirled in front of his mouth. The 2-year-old, who has asthma, would soon be diagnosed with pneumonia. His baby brother, in his mothers arms, was suffering from bronchiolitis. Just one week earlier, Sara said, having traveled hundreds of miles from Honduras, before they entered immigration detention, the boys were healthy.
After crossing the Rio Grande on a small boat in late June, 22-year-old Sara, her two boys, and her 3-year-old daughter turned themselves in to Border Patrol agents to seek asylum in the United States. Their hope was to soon travel to South Carolina, where Saras husband was waiting for them. Once on U.S. soil, migrants like Sara and her family are usually taken to Border Patrol detention facilities where they are processed, fingerprinted, and examined by a medical provider.
Although Border Patrol policy says migrants are not supposed to be held there for longer than 72 hours, Sara said her family was there for about six days, and some people were detained there for weeks, according to the governments own internal review. Mark Weber, a spokesperson for the Department of Health and Human Services, said that as of Tuesday, July 9, Border Patrol wasnt holding any children longer than 72 hours. Sara, whose last name is being withheld so that she could speak freely on her experiences in detention, said doctors at the facility handed out fever and flu medication, but they didnt offer anything to remedy the gravelly cough her boys had developedan early symptom of the infections growing in their lungs. It was like prison, she said in Spanish, sitting on a blue couch in an exam room at Valley Baptist Medical Centers emergency room in Brownsville, Texas.
After Sara and her family were released from the detention facility, they were dropped off at the Brownsville bus station. A city-funded van escorted them to the refugee respite center at Good Neighbor Settlement House. Its one of many borderlands shelters, often run by faith-based nonprofits, where migrants can stop for a shower, clothes, and food before they travel across the country to meet up with sponsors or relatives. Soon after Sara and her family arrived at Good Neighbor, workers there called an ambulance: The baby had a 103-degree fever.

While some migrants might arrive sick from conditions in their home countries or on the way to the United States, some doctors I spoke with say that border facilities themselves have become a disease vector. Cursory medical screenings and crowded holding rooms leave tired and weak asylum seekers vulnerable to contracting illnesses both minor and severe. Some migrants become so ill that theyre rushed to the emergency room for treatment either while theyre still in detention or just after theyre released.

Stephen Miller, a top White House adviser said to be the architect of the administrations cruel anti-immigrant policies, went on Fox News Sunday to defend President Donald Trumps latest round of racist and hypocritical attacks on congresswomen of color. The interview went rather poorly for him.
Host Chris Wallace began the interview by asking Miller about Trumps recent tweets attacking Reps. Alexandria Ocasio-Cortez (D-NY), Ilhan Omar (D-MN) Ayanna Pressley (D-MA), and Rashida Tlaib (D-MI) and demanding that they go back to their home countries (Omar was born in Somalia and came to the United States as a child, the other three are natural-born citizens). Miller responded that the president isnt a racist because the jobless rate has been falling for racial minorities.
Wallace responded that Trumps claims that Mexican immigrants are mostly rapists and drug dealers and his proposed total ban on Muslims were not protecting the American people but playing the race card.
After Miller tried to change the subject to criminal gang members, Wallace shut him down, reminding him that Trump had pushed racist birther attacks on Barack Obama. Miller likened those efforts to undermine the legitimacy of the former president to questions that were once raised about John McCain. Wallace quickly fact-checked him, noting that concerns surrounding the late Arizona senator were not racial, but based on the 2008 nominees birth in the Panama Canal Zone.
Miller then argued that questioning peoples Americanism is okay as long as you dont intend it to be racist.
Wallace also fact-checked Miller when he attempted to claim Trump had been clear that he disagreed with his supporters racist chant repeating his own attacks on Omar and demanding she be sent back to Somalia.

Cupp, who has repeatedly criticized the president, went on to call out GOP lawmakers who have called for Trump to just "focus on policy" when he faces scrutiny for his rhetoric.
"Trump is not a buffet where you can take what you like and leave what you don't," she added.

Washington (CNN)Former Vice President Joe Biden drew dozens of Barack Obama's fundraisers to his presidential bid during the April-to-June fundraising quarter, but his rivals -- led by South Bend, Indiana, Mayor Pete Buttigieg -- also are capturing some of those elite bundlers, a CNN analysis of new 2020 campaign filings shows.
At least 40 top fundraisers to Obama's 2012 reelection effort donated to Buttigieg's campaign during the three-month period, helping to catapult the once little-known mayor to the top financial tier. Buttigieg raised nearly $25 million during the second quarter, outpacing Biden and all his other competitors for the Democratic presidential nomination.
In interviews this week, several Obama bundlers said the 37-year-old Buttigieg has energized a wide range of political donors.
Bryan Rafanelli, a Boston-based event planner who raised money for both Obama and Hillary Clinton, said he decided to "speed date" a few candidates before quickly settling on Buttigieg. He's already hosted four events for the mayor, and the first sold out so quickly that organizers had to add a 55-person lunch with only donors who gave the $2,800 maximum contribution for the primary, he said.
"There is no question that people in the Clinton and Obama worlds started to connect and say, 'Who is this guy?' And ask, 'Why is he so special?' " Rafanelli said about the early buzz around Buttigieg.
"Look, I have maxed out to Joe Biden, I love Joe," he added. "But this excitement of getting people invested in someone running for president, to me, it is priceless. Whether Pete goes all the way or not, I think that is part of it. We are hungry for a solution. So, people are willing to say, 'I am going to try this.'"

Mitch Petrus, a former NFL player who won the Super Bowl in 2011 with the New York Giants, has died. He was 32.
Petrus died on Thursday at 10:45 p.m. after working outside at his family shop in Arkansas, a spokesperson for the Pulaski County Coroner Gerone Hobbs tells PEOPLE.
Petrus reportedly wasnt feeling well and was taken to Baptist Health Medical Center-North Little Rock, authorities say. His official cause of death is listed as heat stroke.
